Hey there guys and gals, I'm new here, but let's get right down to the point:

I'm working on my sister's honda civic EX, it's a 99 with about 120k miles on it. It's been misfiring and giving me a flashing CEL, so about an hour ago, I drove it up to Advance Auto to put it on the scanner, which spat out the codes P0300, 0301, 0302 and 1399. We recently replaced the dizzy cap and put a new ECM in today, thinking it would solve the problem. it seems as though the fuel injectors aren't getting any power (1 and 2) and I'm not all that sure as to what the P1399 code means at all (please forgive me, I'm still learning), but both my dad who's usually really great with cars and myself are stumped, big time. My searches on the internet have led me here, so please, please, please, give it your best shot.

What's been done so far:
New distributor
New spark plugs
Checked wires, they're fine
Good, even compression
Pulled fuel injectors 1 & 2 while engine was running, no change in idle

I'm going to check the vac lines tomorrow evening whenever I get home and I'll update yins as to what I find, but until then, I'll probably be up all night.

What does that mean? Did you unplug the injectors from the harness and there was no change in idle? Did you physically take the injectors out of the rail and no change in idle? Not really sure what that means, but my best guess would be your injectors. Go grab some fuel injector cleaner and run that through. Get the stuff with the most techron as it will clean better.

The other thing it could be is your timing/distributor related. Try checking the timing with a light and make sure everything looks OK. If you have a spare dizzy, I would try swapping that out as well.
