1998 Honda Civic lx Tachometer Issues
I have been having issues with my tachometer in my honda civic. The needle is spun all the way around pointing straight down, and occasionally is sporadic and jumps all over the place, and also reads the right rpms occasionally but only to act weird again. Here is a picture of what it looks like currently:

Is it a sensor or is it the gauge on the dashboard?

The speed sensors are infamous for failing, and as replacing them is a lot easier and cheaper than taking the dashboard to bits and replacing the gauge, my inclination would be to start with that. As a test, disconnect the sensor altogether and drive around the block: if the rev meter and speedometer stay solidly at zero, that's almost certainly your problem.

Found speed sensor, un plugged it and tachometer still acting funny. Thinking it's the tach in the dashboard. I'm going to see if I can't get a used tach from a junkyard possibly.

Ron, thank you for your help. i just unplugged the blue wire from the ICM and ran the car. The tachometer did not move and was in this position the whole time.
