Default 1998 civic floods when cold

When it gets below 50 degrees F the car won't start. pulled the plugs and found then fouled with gas. cranked engine with plugs out and pumps what I think is a lot of raaw gas out of the cylinders. I blew the plugs dry with compressed air, reinstalled them and it starts fine every time. After starting once in the morning, it starts and runs fine all day. Next morning it is the same thing all over.
Spark plugs and wires are new.
