1998 Civic CX 2 of 3 brake lights not working

Hey all, I am having an issue that I am unable to troubleshoot with my Car. It is a 1998 Honda civic CX. The issue I am having is the two bottom brake lights will not light up when I press the brake pedal. However the top light on the hatchback door does light up when the brake pedal is being pressed.

All of the other lights work fine, Signal nights, back up lights, driving lights, all front lights (high beams etc). I have used a voltage tester and have no power going to these sockets. This confuses me as I was under the assumption that the top light would be tied in with the bottom two brake lights wiring wise and if there was a short all three lights would be affected? I have changed the brake light switch relay under the brake pedal with no success as well.

I also noted (and this is probably a stupid question/observation) that when I reviewed the fuse diagrams for both under the hood and under the dash board they have every light listed excluding brake lights specifically?

I have tried to change one of the bulbs before I had tested for voltage to the light socket as well as that did not work either. Any suggestions would be greatly appreciated and if you need additional information please ask and I will do my best to provide a clear answer.

Does the brake light wire at connectors C604 and C605 (terminal 4) have voltage with the brake pedal pressed?

I just tested both sides and I am getting power to the plug in on terminal 4 (green/white wire).

If there is no voltage at the corresponding brake wire in the right and left brake bulb receptacles, then both Grn/Wht wires are broken somewhere between C604/C605 and the receptacles. Trace the wires between those two points to find the break.
