1996 Civic won't start

1996 Civic won't start
Helping a buddy out here. Since he threw the rod in his sports trac. He went to drive his honda and it wouldn't start. Called me to come over and look at it.
This is what is done to the car. Converted to obd1 with a d15b7 with a d15b vtec head. Car is boosted on 8 psi also. I did all the motor work for it and such so that is why he called me. It has done it before but got it running. And ran fine.
Car has been setting for about a month. It done it before when it set for 2 weeks. Car was in time before it wouldn't start at the dissy. I checked the timing belt. To make sure it didn't jump. All good there. Car is getting fuel as you can smell it out the exhuast. Fuel pump is also turning on. I checked for spark. I pulled one or two wires off. I know I did one. And it was firing with a plug in it out of the motor. Stuck it back in. Figured it might be flooded. So I pulled the fuel pump fuse out. And cranked it over a few.
Then put it back in. Went to start it and it was wanting to start like it was flooded. Kept try to start it while holding the pedal to the floor. It rev'd up and set there running just fine. Shut it off. While I put the alternator belt back on. Now it won't start agian. Like it is flooded.
His header has a crack in it for turbo. And while trying to turn it over. It shoots carbon out like a ****. It is backfiring if that is what you want to call it. Moreless popping out the intake and exhuast.
Any idea's? It ran before parked. Then he couldn't get it started. I got it to run for about 4 mins before I shut it off. Then wouldn't start agian. But was still getting fuel and spark then.
It does have bigger injectors and a resistor box off a mitsubishi. I has the symbol on it. What kind of injectors I couldn't tell you. Since the car was tuned and boosted when he got it with the d15b. Threw the rod. He had the other motor so I built it and put it in the car.

Edit: Also forgot that two plugs smelled like gas a little. But the other two didn't. They weren't soaked though. It acts like it is firing at the wrong time or something along those lines.

Still won't start. Every cyclinder is getting spark. And injectors are spraying. Timing is dead on at the belt. Never jumped time. I guess no help or no idea's?
