1995 honda civic start when it wants.

Posting for a buddy.....1995 honda civic ex sohc. Car starts when it wants. If you drive the car somwhere and turn it off for a few mins and come back, it will not start. But if you leave for a few hours and come back it will start right up. New battery and new cables.
