1995 Civic, Bogs & Dies at low RPM, Idle surging.
 

I very recently bought a 1995 Civic for about $300 to last me the rest of the month while I was waiting to get my Genesis back from the performance shop, I have to goal of getting a k24 swapped into it in the next few months.

Right now I'm suffering from 2 issues.

1: Extreme surging at idle, I'd guess to about 1500 RPM before fuel cuts back down to 600 or so and then repeats. (No tach, just guessing based on engine noise).
- I've had the car smoked, and there's no vacuum or exhaust leaks.
- IACV and TPS are brand new. TPS was configured by a proper mechanic.
- There's no issue when given throttle, although you can sometimes hear minor sputtering.

2: I have ZERO power from a stop. I can barely get the car to move sometimes. It just tries to die. The only option I have to get the car moving is to rev it up in neutral and then drop it into drive at about 3,000 RPM. Vehicle struggles even at higher speeds, sometimes losing speed instead of gaining it. High end "power" is all still there.

I've checked everything that I know how to, just wondering if anyone else has some ideas since I've ruled out IACV/TPS/Leaks.

Cover the top of the TB with your hand. Does the engine stall? If not, you have a massive intake air leak that your smoke test missed.

There is a small plate on throttle body in rear- firewall side. I think it's held on by 3 screws. underneath plate is a... thingy with slots in white plastic around a brass center that screws down on a spring(havent seen this in years hence wonky description). If it is loose then turn it back down clockwise until stops. This fixed surging in my 95.
