Default 1994 Honda del Sol fail smog (CA)

I need assistance! I have a 1994 Honda del Sol Si with a JDM engine replacement of a D15 (SOHC VTEC). The following is the most recent failed smog test results in CA:
IDLE EMISSION TEST
Test 1
RPM: 793
CO2: 14.6
O2: .2
HC (PPM): 100 max, 17 AVE, 227 MEAS
CO: 1.00 max, 0.00 AVE, 0.08 MEAS
RESULT: FAIL

Test 2
RPM: 2415
CO2: 14.3
O2: .1
HC (PPM): 130 max, 12 AVE, 108 MEAS
CO: 1.00 max, 0.10 AVE, 0.68 MEAS
RESULT: PASS

As you can see, the car fails while idling. I have replaced the following parts: Fuel filter, air filter, cap and rotor, spark plugs, spark plug wires, timing has been set at 14 BTDC, catalytic converter, O2 sensor, OEM muffler. Mods that the vehicle has is AEM short ram intake and CARB legal headers.

Anyone have any ideas, suggestions, or feedback? The car was previously flagged for CA ref and has the new door sticker with a note of D15 replacement for the D16Z6 with the AEM short ram intake and the CARB headers. Any information is greatly appreciated.

run denatured alcohol in the tank. google alcohol and emissions testing. adjust your timing as well.

Thank you for the information. What should the timing be set at? The mechanic says it's ok on the timing.

The timing should be set to the red mark between the white marks on the crank pulley, while the ECU is jumpered into diagnostics mode, engine is at operating temp, RPM is at idle spec, and all accessories are turned off.

I would have your injectors serviced by injector rehab or RC.

Eventhough you passed test 2, your numbers are really high.

you temporarily retard ignition timing to the point of near stalling. do some googling on it.

Thank you all for the feedback.
In case you were wondering the car does have a California Resource Air Board tag with the following info:
BTDC 16 +/-2
REQ ECS: Cat, CCO, EVP, FR, MIL, 02, PCV, SPK
COMMENTS: D16Z6 using a D15 block

Can the 14 BTDC contribute to high HYDROCARBONS? What is a typical cost for injectors to get services (in CA)? What does that consist of? I have never replaced the EVP nor PCV.

I was wondering the same thing as I picked up a set of VX injectors from the junkyard last weekend.

I googled "Injector Rehab" and found they charge $18-22 each (min 2) and have a pretty quick turn-around time. Mail in only.

Have a smog test and repair shop diagnose the car on the dyno. When my car failed I tried everything but kept failing so I had a shop diagnose it. They had the car on the dyno and tested it after 5 minutes and 10 minutes on the dyno at about 20mph or so. The test results improved from 5 minutes to 10 minutes and the tech said because of this the old cat converter needed to be replaced because it wasn't effective anymore.

I bought an OEM Honda cat online for about $350 and when it was tested cold (smog shop was a mile away) it passed below the average readings.

if your using a aftermarket cat most likl is your issue.
had they same problem awhile back, i would get to a smog
shop they let it sit and do all there paper work run the car n would
fail. found a smog shop that would do the paper work and let me take
the car up and down the street nice vtec kick got my cheap
aftermarket converter hot and they put me on the dyno right away and passed with good numbers.
your co2 is 14% so u got a nice healthy motor it sould pass
reason why i no its a cat issue because u pass the 20 roll the cats hot by then!
