Default Adjust rear drum brks at star wheel or at hand lever?

I'm still a brake noob.

Haynes says to adjust the rear brakes at the E-brake handle. Every mechanic I talked with says to adjust them at the star wheels. So what's the deal? I've used both methods.

'97 Civic coupe HX, rear drum brakes.

adjusting at the drum compensates for the shoes wearing down. adjusting at the lever compensates for any cable stretch.
