Default 1993 Civic, 94 GSR swap. No spark

Rebuilt motor, fresh swap. Trying to get it to start up again.

I'm having trouble getting my car started. I'm just kind of at a loss for what to try here. Here's what I have tested/done.

My transmission and valve cover ground are sanded clean, as are the mating surfaces.
Battery cables and terminals are cleaned.
New battery

The black and yellow wire running to the distributor is getting power.
In the morning I'm going to bring the ICM to get checked out at Advance. I have another distributor ordered just in case. Looks like one online is cheaper than a new ICM from Honda.

I have tested for voltage and I get power at the "+" terminal (bottom screw) on the coil and get a very small amount of power (like .15V) at the second wire the hanes manual says to test. The manual is extremely vague about testing the distributor and I'm not finding much information on the ICM online. it seems like one of those mysterious parts nobody really understands, me included.

Anyway, I took the ICM out and I rode my bike up to Advance Auto Parts. They attached a few wires, hooked it to a machine and it failed both the low and high speed test.
My coil has 8 ohms (spec is 6-8) on the primary windings (+ and - wires) and I am not getting anywhere near the like 1600-2300 ohms resistance between the + and the output of the coil.

Out of curiosity, I found that while it doesn't look the same, a D15B7 distributor has an ICM that if screwed to the back plate thing (if you look at one, you'll know what I am talking about) and it will mount into the GSR distributor. The GSR was NEC brand and the other was Hitachi. Both have the same shaped terminals in the same spots. I am able to get a spark from the coil now. I ordered a new distributor since the ICM alone is 180 at Advance and I can get a whole distributor for about $100 on eBay

I cleaned that one, the one from the transmission to the chassis and the one from the valve cover to the chassis. And I added one from the fuel rail to the chassis. I sanded all of them until shiny and tightened them down nice and tight.

Like I said, I was able to get a spark from the coil to a screwdriver laid on the distributor. It didnt seem very strong. I am doubtful of the coil. I have an H22 with an external coil from the factory. Maybe that would give me some more juice. Or a new distributor would have a new coil...
