Default 1992 Honda Civic AC not cold enough! Blowing 70 degrees.

So I had the car recharged recently, fan compressor engages, cleaned the blower motor and the AC blows only as cold as 70 degrees. I've researched everywhere for a solution but there's no solution for my exact problem. Does anybody know what I could do please! Or at least explain why it's only getting that "cold".

With the ac running, feel the pipes running under the battery. One of these pipes will be very cold, the other not quite as cold. 30-45 degrees or so. If this is the case, check to make sure the heater control valve still has the remote cable/wire connected and is completely shut off - look to the lower center of the firewall from under the hood. Have someone in the car slide the heater temp lever back and forth - the moving cable on the firewall is the one for the heater valve. If the pipes are not cold, you have an issue with refridgerant in the system - not enough, too much, insufficient pressure difference, or faulty expansion valve. That'll need diagnosed by someone with ac gauges.

I haven't checked if those pipes you're talking about are cold but as for the cable connecting to the heater control valve on the firewall, I know it's connected (hooked). My question for that is, how do I know if the valve is closed? What position should it be in? Because when I manually move the valve towards and away from the firewall, it barely makes any temperature difference. (Well I think it doesn't) I think that somewhere in the system, hot air is mixing with the cold air. And as for not enough refrigerant, I had the amount checked at a shop and they said it leaked about .2 of the total of 1.2 pounds. Is that the reason why? Btw I appreciate your help Cheggie.
