Everyone else has given all that you need in terms of help, but allow me to try and help.
I'm almost certain that this look will be disappointing, would you like to know why?
When you think about it, what makes a good car look nice is when all the lines are cooperating with each other, and they convey one simple, elegant idea. The shapes must also cooperate, and play off one another throughout the entire vehicle.
Your 91 Civic is from the age of the angular cars, and in my opinion, you should be proud of that, and not try to apply a front half from an era that is 8 years afterward. The 99 Civic front end is off of a much larger car than your 91, so that will look really off, like a retarded kid with a big head. Also, the headlights are curvey and large. Neither of those aspects are present on your type of car. It has very angular features, and it is pretty small in comparison.
Have you ever thought about what it would look like with the angular bar style taillights, and the bubbly rounded headlights? I don't know, it's not my place to tell you what to do visually with your car, but I feel like you need to think it through a little better.
