define legend caliper. 1 or 2 piston? what year Legend? what bracket and are ya gonna run the 23mm ITR redrilled rotor or the 28mm Legend rotor with the offset from the legend rotor, youd need a wheel spacer. im thinkin no cause the spoon caliper manages to fit under the spoon rim.

this it eh 2 piston legend caliper, the bracket im running is the legend caliper grinded down to fit the gsr knunckles.
i'm running the 28mm legend rotor.

OK the usual Legend brake setup on the Integra uses the 23T bracket and ITR rotors redrilled, cause Legend GS rotors are 28mm thick and the offset is different (shorter rotor.) With that offset, and the 28T and 2-pot GS calipers, id still think you may need em, but again, if the spoon calipers go on a ITR, id assume these would clear too, tho the ITR compared to your GSR means the ITR hub is 3mm taller, so theres a extra 3mm clearence the ITR has for its bracket, tho the rotor accomodated this.
Your gonna have to try it i guess.
