I can understand a set of 14" on there because the tires would be cheaper and you can lower the car for less maybe thats his thinking for the 13" as well.
I keep my 14" rims because I can lower the car by going to a smaller tire and still have a sidewall and retain some ride comfort rather then going to a larger tire and smaller sidewall.
