Default 12 volt wire cut

Well whoever was working on this car before me cut the 12 volt wire. I noticed on a diagram of the fuses that this uses the same fuse as the radio. So my question is can I splice this wire into the power for the radio to get it working again or do I need to wire it somewhere else.

Also there is other wires that are just dangling there and was wondering what they were for. Not all pictured there are two red, two white, and one yellow. I was guessing it had to do something with the stereo but i dont know much about any of that.

The accessory socket is on its own circuit protected by fuse 27. It uses the YEL/GRN wire.
