Uuh...
I ran 13.3@101mph and a 13.4@103mph on some slippery M/T 20'' slicks.
The 13.3 was on a shitty 2.0 60 footer. This means that with a proper launch yielding a nice 1.8 60 footer (which I pulled off on my last run, but broke a clutch fork) that high 12's should not be a problem.
Since those runs I've also picked up +20whp and +20ft-lbs. of torque in the midrange, and I've shed 30lbs. off the vehicle weight.
High 12's should not be a problem.
The set-up is in that link above.
The 13.3 was in a 2040lb. 1992 Cx with a USDM B18C5 swap. i/h/e and a Kenji ECU chip, untuned on 20'' M/T slicks with drag radial-like 60 footers.
Seriosuly though, there is a topic exactly like this somewhere around here, but the search might not yield it.

14.3
Best 60 ft: 2.5
No traction
Blown struts
Slipping cltuch
Full interior (even the jack and spare)
Crush header
Crushed bent piping exhaust
HOT as all hell
One of the worst tracks in america (over 1000 ft above sea level).
