'02 Civic Fuel warning

'02 Civic Fuel warning
I've got two questions.
1. What are the specs for the fuel light on my civic? In other words, how many gallons are left in order to trigger this light?
2. Recently whenever I fill up, there is constant droning sound that comes out of the fuel receptacle (like when you blow across a coke bottle). It only started happening recently, and is pretty loud. Sounds like air is being blocked. Any ideas?

Total Amount Of Gas that the tank can hold: 13.2 gallons
Amount of gas consumed when the fuel light comes on: 11 gallons
