Default 17" Rims on 2002 Civic

My friend has a 2002 civic with 17" rims and low profile tires... every time he goes up a large incline or hits a bump the top of his tires rub against the top curve of the fender well (the actual back panel thats painted and rolls under the car) and we're wondering how to fix this? new struts? plus he has a ton of sub-weight in the back.

raise the car up some/stiffer springs/smaller wheel and tire combo/take some of the weight out of the back

My car does the same thing. Most lowered cars do this. You can get stiffer springs, raise the car a little, get a higher offset wheel. Or let it be.
