Default 00 si bogging at low rpm....?

Hey all, this is my first time posting here, and im still a beginner.
I have a 00 ebp si, 71k totally stock engine.
When i first bought my car at 60k i remember it was fast when i gassed it, however
Recently ive noticed that my car has started bogging if i fully gas it from idle speed. As soon as i gas it, it takes about half a second before engine responds, and it is really slow crawling up to 4k. After 4k it is much smoother, but i really think there may be some problem. It takes about 3-4 seconds to get up to 4k, so im thinking it may be wire/plug issues. Im going to check later today, and put up some pics. Can any1 confirm if im just being paranoid or is this how si should feel?

The only mod i did before and after i noticed this problem were new wheels. I know this can cause a huge difference because of unsprung weight, but the wheels i had on before were 15inch steelies, apparently from a saturn. I replaced them with 16' rota slips, and im pretty sure that they are lighter, even with the extra inch of rot mass. I dont think that the new wheels should be causing this issue, because i noticed the lack of acceleration sometime after i installed the new wheels - so im not sure if its due to the wheels or some other factor.

A problem area i noticed -- behind the engine(towards the rest of the car)there is a large wire covered in black plastic, with 4 smaller wires coming out of it and connecting to the engine. At first i thought these were the spark wires, but now i know thats not it. Anyways, the problem is that one of the small wires insulation has broken, and you can see the copper. Is this some problem i should be worried about?

btw i know my car doesnt have much hp below 4k, but im pretty sure it had more pep when i first bought it.

will do, just wondering.... what are the 4 wires connecting to the back of the engine head? Im asking because the insulation on one of them is pretty messed up... dont know if this might have an effect.
