Post [HELP] obd1 to obd2 ECU swap (GSR engine swap into EM1)

I just swapped out my old obd1 (P72) for an obd2a (P72) ecu. Now the car won't start, it cranks but won't turn over. With the obd1 it starts just fine. I checked to make sure the the injectors, starter, and the IACV were all OBD2a and as far as I can tell they are based on the connectors. The only Thing I can think of is maybe there are some cut wires in the wiring harness. Can someone please take a look at the pictures I posted and help me figure this out?

This is the working configuration obd1:
Attachment 526223
This is the configuration that is not working obd2a: (Note the cut wires at the top)
Attachment 526224
Here are the fuel injector plugs:
Attachment 526225
Here is the starter connector:
Attachment 526226

Please help if you can, I just got out of the military and I need to pass emissions now

Thanks for the reply. I was afraid someone might say that. Are you sure this is the wrong one though? I have no idea. I am very noob to all of this.

Wait, you said it's OBD2A, but you also said it's an EM1. EM1's were only made 99-00, which would make them OBD2B. Why was the harness swapped in the first place?

It is a 2000 civic si with a 1997 GSR B18C1. I think it might still have the obd2b wiring harness and now an obd2a ecu. I can't confirm though.

How hard would it be to swap the harness for another one?

You need the obd2b -> obd2a conversion harness and than run the obd2a ecu. Had to do that before.

Wow I didn't even know they made those. I take it they are the easiest to find on ebay? Did you see the 3 cut wires on my wiring harness though? Do you think that is going to cause any problems if I get the obd2b to obd2a conversion harness?
