Where is a good site to buy chipped ECUs for honda civic 99 ex. Besides ebay, and their prices arent crazy

First you may want to decide if you actually need a chip. If you just have bolt ons I would'nt even recommend it. If you insist on getting a "chip" type of thing, pick up a VAFC. At least you can tune that.

Does a VAFC let you control like your Redline, or Top RPMs. Does it let you control your Top speed or when vtec kicks in? also what is it main uses?

Vafc=Vtec Air Fuel controller

you can controll when vtec kicks in and when it comes out

I also believe that you can not chip an OBDIIb computer you have to get a jumper harness and run say a chipped P28

There is no reason to up your redline or "top rpms" if you are not running an improved valvetrian. You won't make any power up higher and also will end up just floating a valve. You will never ever see your "top speed" either. In a Civic EX it is theoretically (limited by RPM) over 145mph. The VAFC lets you control fuel maps and VTEC crossover.
