sounds kind of shady, kind of like the guys who sell lists of website that have good prices for parts, that is all this probably is.
If you got some extra cash, buy one and then try and sell it on ebay to make ur money back.

He just selling intructions on how to put together a turbo kit totalling $1K. I did mind for a little over $1000, runs great too.
