Is the wheel turning fully lock to lock ( full travel each direction )? It might be that you have an adjustment required on your steering rack, or maybe that there is a cable or some wiring that is interfering with the steering rack during its travel.

Does the 2012 have electric power assisted power steering like the 06-11 Si? ( I am unsure of the lower trims of the year)

If it uses electric motor assist, it's possible there is something wrong with the assist motor and it over draws current at certain points and causes other systems to shut down.

Unfortunately the FSM was no longer provided to Helms from 2012 on up. The only way to get the schematics for the car is the online honda technical site and they charge per day or annual subscription.

You will need to see what runs in the same circuit as your power steering assist motor. I would think if it was shorting out, it would pop a fuse but until you can see the circuit you don't really know what could be going on.

Possibly an issue with the EPS Control Unit like previous years Civics.
