A/C compressor and fan cycling issue 2013 Civic
2013 Civic. When my A/C is on, the compressor cycles on-off. I always assumed the compressor cycling was intended to increase MPG, which makes sense. The radiator/condenser fans also cycle between low and high in about a 15-second cycle. The condenser fan cycling renders the A/C unable to cope with stop and go traffic in the hot Florida Sun. Once the car gets moving it can cool properly, but when stopped the cycling fan cannot move enough air through the condenser to overcome the heat gain from the large greenhouse. With Florida traffic I am stopped or stop and go often.
Is there anything I can do - software, setting, repair or hack - to get the radiator/condenser fans and/or compressor to run continuously when the A/C is on?

Has it ever cooled well in all conditions? What is the history on the unit? Does it also cool well at night, in the rain, or in the early mornings? It KIND of sounds like it needs a recharge at this point, considering the car's age. You need to visit a shop for a recovery, evacuation, and recharge by weight to know for sure though. When they recover, they can also see how much refrigerant was in it to make a proper diagnosis.
I do not think you need a software repair or hack. The second speed is designed to come on only at a certain pressure, and Honda wouldn't design a car to purposely cool a car like **** if they could just change a software setting. I believe you have a different problem, or there's something more at play here since the compressor is also shutting off. The compressor is only designed to shut off when the evaporator reaches freezing temperatures, or the pressure is too low/high.

I have exactly same problem on 2013 Civic LX. Cycles on and off, cooling, but not so well during heat. Freon level normal. My shop suggests expansion valve could be issue (~500$ repair). What else could I check?
