Default 2013 Honda Civic EX power window fuse question

I'm trying to figure out something with the front window motor fuses on the interior panel. The car is a 2013 Civic Ex.

I've gone through them because the front passenger window didn't want to roll up. After I checked all the fuses by pulling and looking at them it started working.

But that's not what the question I have.
When I was going through the fuses, the one that should have controlled the passenger window also cut off driver window power, as well as the light for the window lock.
I put that one back in and pulled the fuss for the driver window. The window lock light was back on, and only the driver window didn't have power.

Going by the fuse panel diagram, 44 should be the front passenger, but takes out both windows and the lock light. 42 does as it should with only the front passenger window.

Is this some wiring issues or does the passenger window motor not have a fuse just for it?
