Default 006 charging problem

Yes, its here again I am having a charging problem with the 2006 Civic. I understand the dual system, however its not working. On start up I have 13.9-14.2 with full charged battery, then 12, 10, 9,7,6....and off at idle.
I used to see a cycle with a large load on the engine, no cycle now. Put in a new eld, and no change. What does the eld trigger that I need to track the problem?

Since the alt charged the battery on start up, its working. I do not see changing the alt a fix, eld yes, but no change. This is a problem between eld triggering the alt.

Can someone help me on the diagram of the eld circuit TO the alt to kick it on? If so, is there a common problem, and not a rat chewing wires, or can I bypass and energize the alt manually to put car back in service. Now... its charge the battery every day on run on reserve time, then charge again.
