Default Wiper Issue - I replaced everything and still faulty

Hello internet,

I have a 2002 Civic LX Coupe 5-speed manual

I bought this thing with 215k miles a couple weeks ago. The wipers didn't work in "intermittent" and also didn't stop in the park position, the wiper transmission was worn out too. I figured I could fix it when I bought the thing. I've replaced the transmission, steering column switch, wiper motor, and the ICU (aka Multiplex Controller, aka fuse box under steering column, aka part number 38200-S5P-A11). The wipers still don't work in "intermittent" and still don't stop in the park position. I even removed the aftermarket radio before installing the ICU because I've read that that they can sometimes fry the ICU.

I have searched the internet and especially this forum, but have not found anyone in my position. Does anyone out there have advice? I'm thinking I'll have to go to the dealership to get these things working properly
