Why is the side mirror still loose?
 
My 2002 Honda Civic LX sedan has a loose passenger-side mirror. I tightened the bolts which weren't terribly loose. It helped a LITTLE, but it is still somewhat wobbly. What could be the problem?

Is the mirror glass mount loose? Meaning, the mirror wobbles inside the housing? Or does the entire housing wobble?

The whole housing is loose.

Is there a seal between the base of the mirror housing and the car? (Looks like a rubber gasket)

There doesn't appear to be any gasket.

Where would the gasket you mentioned be located? Attached is a photo of the mirror in question. It is loosest on the bottom front corner.

Okay, it's between the mirror and car body, hidden when mirror is in place. So I do have a gasket, but the nut for that bottom front corner just turns without tightening and the mirror mount will not come flush with the car body.

Can you turn the nut continuously? If so, the stud itself is broken free in the mirror. You'll need to find a way to secure the stud to the mirror, be it with epoxy or something else... otherwise it'll never tighten up.

If it is just the nut (5 mm flange and part #94050-05080) that is stripped, then try a new one on that bolt. If the bolt spins freely, then I am not sure how to disassemble the mirror to get to it as the parts diagram shows it as part of the mirror assembly and not a separate part.
