Timing Belt replacment Now p0420 code
I just had my timing Belt & water pump replaced on my 03 civic now the mechanic says the check engine code is the p0420 which was not on before this can this work trigger this code and what should i do 
ive noticed when i go to start the car sometimes it hesitates a little bit

I installed a spark plug defouler for the 2nd o2 sensor $8 dollar fix. p0420 Cel has been off for 6,000 miles and counting after the install. No drivability issues, still get 34-38mpg.
The catalyst below threshold code appears when the catalytic converter is below 95% efficiency, hell there is days when Im below 95% efficiency, and things work out just fine.
