I have just bought a 2002 Civic and found the cable to open the trunk and fuel door rotted off. My son and I replaced the cable with new OEM replacement parts today.

The trunk now works fine.

The fuel door plunger functions properly as well but the door does not "Pop" open. If someone holds the in cabin lever down and another person pushes gently on the fuel door it will open with no effort.

Is there a spring to "Pop" the door open once the plunger moves that I am missing? There are two small rubber grommets on the door that I think are just to prevent metal on metal contact but also wonder if they are worn down and are meant to compress when the door is closed to assist in opening when the plunger is retracted.

I hope this makes sense...

I believe there is a tab that holds slight pre-load on the door when closed. It is located on the fuel door along the hinge point.

That's possible and logical. If anyone could send a picture I would appreciate it. If I cannot figure it out I'm going to have to leave it disassembled which would be a waste of my newly purchased and installed cable.

It is part #19 for $5.76 in this diagram. Part #74494-S84-A01. It looks like it just clips on the hinge. Piece of metal v-shaped to act as a spring. 2003 Honda Civic EX 4D 4AT OUTER PANEL (OLD STYLE PANEL)

That is exactly what is missing. I cannot understand why the previous owner wouldn't have repaired it correctly in the first place instead of disabling it.

Local dealer has parts so it should be fixed tomorrow.
