Just a wild *** guess....but it could be a sensor somewhere. When you turn the heater on, the temp of the engine SHOULD go down (b/c you are pulling heat away from the engine).
If you can drive it all night and day without it overheating, but the second you crank the heat on the gauge spikes...it makes me think it is some kinda of sensor that's not working properly.
(You may also want to get the car to normal operating temperature, and (with it idling in your driveway) crank the heat up. Look under/around your engine for leaks. If you have a leak in one of your heater hoses it may cause the engine to overheat b/c you are leaking coolant whil the heat is on. But there's a good chance it is not this b/c if you have a leak in a heater hose, it'll probably leak all the time.
Just some ideas...hope this helps!

my gf's ride (95) had this problem. We done basically almost everything you did. Even turning on the heater didn't do ****. Found out the head was cracked cuz of the heat. We replaced the engine.
