Default 2002 Honda Civic LX MultiPlex Control Unit

Yesterday I went to start my car and it made a noise like the battery was dead. I opened the hood to check out if I blow a fuse. No fuse under the Hood. I went under the sterring column and check under there no blown fuses. I tried to start the car there was no lights and no ignition noise. I was told it was my multiplex unit I changed that and no power still. The Diagnostic port has no power. I rechecked my grounds and they were fine. I have no clue what it could be. Theres poer in the main fuse block but no power in the fuse block under the steering column. Could it Be the ecu?

this must be a july thing for these cars im having the same exact problem with my car this just started today any input would be greatly appriciated
