Default Coolent type 2 antifreeze by honda

Hi, our car using type 2 coolent as guide in manual. But however I found out those service centre top up our radiator tank while doing service with tap water. It's clearly mentioned do not add water in the coolent package. What is the impact of this service center negligence? It's quite common in out country and I found out from my dash cam they did it again.

first, be sure it's not distilled water instead of tap water

if it really is tap water you need to insist that they drain the system and add coolant since they contaminated your system with tap water which contains minerals that will corrode the system and the engine block, if it's distilled water it's not quite as bad but over time of them adding distilled water it will dilute the system from coolant
