if i say its jdm, you probly gonna copy him huh. but anyways its a rubber/nylon strap and some cars put it there i dont know why. maybe to drive their babies around town

It grounds out the car so that there is less charge in the body or frame of the car. So you dont get shocked getting in our out of the car.
