2003 Accord 4 CYL - CEL ON with code P0141
Hi guys, thanks in advance for helping me out.
I got a 2003 Accord, 4 cylinders. The check engine light came on in November 2008. I haven't done anything except getting the code from Autozone zapping it. So far, the car has been running smoothly for these 5 months. There has been no problems with fuel efficiency or anything else.
The print out says:

H02S 12 Heater condition
(Heated Oxygen Sensor Bank 1 Sensor 2)
Explanation
The power train control module monitors the oxygen heater. The computer has recognized a failure in this circuit.
Probable Causes
1. Oxygen sensor defective.
2. Poor connection at oxygen sensor
3. Check circuit-fuse.
The PCM has determined that a malfunction exists in the heater circuit for oxygen sensor 2 in bank 1. (Oxygen sensor 1 is closest to the cylinder head before the catalytic converter, while oxygen sensors 2 and 3 are located further downstream and are typically mounted in or after the catalytic converter) (bank 1 identifies the location of cylinder #1, while bank 2 identifies the cylinders on the opposite bank)

I've read a bunch of threads on P0141 already. Seems like the O2 sensor AFTER the cat converter is busted. But my mechanic says he wants to change a part for over $400. I'm guessing he's talking about the cat converter. Not sure. He's talking about how this will affect the engine and stuff. But from what I'm reading in the threads, this is not possible? Because this is just for emissions?
Is that even possible that a mechanic is able to check what's not specifically working in the car? Or does he just rely on the code/printout above and make guesses?

The oxygen sensors are not JUST for emissions. All engines run best with a Stoich air/ fuel ratio, and catalytic converters work best with the air/ fuel ratio sweeping from slightly right to slightly lean.

and DTC P0141 [secondary HO2S (sensor 2)
heater circuit] set? Check for poor connections or
wire damage to the heater circuit. If the circuit is
OK, then replace the secondary O2 sensor, and
clear the DTC.
The sensor may have gotten damaged from
internal corrosion to the sensor heater. You’ll most
likely run into this problem if your service
customer lives or works in one of the salt belt
states. The replacement sensors in Honda parts
stock have been updated to prevent this problem."
