First of all, my wipers dont even work.. :[
And everytime I have the AC on and flick the wipers to any on position it kills my ac.. no air blows at all (blower motor dosn't function), and then it takes couple hours for the ac to come back on.(usually i think hours after I turn off the car).

What year is your Accord? Didn't you get a recall notice for the wiper motor?

03, and yes i heard of the recall..
would i still be eligible to get my wiper motor fixed?

I think a recall means they have to fix it free, at any time (safety issue). There was a wiper switch recall on my 13 year old truck. They fixed that free, no questions asked.

could I got to any honda dealer, or the one I purchased the car from?

A Honda dealer is the only place that will do a recall on a Honda.
