Stupid Question: Is it normal for the "D" Drive Light to turn on in the On Position?

Stupid Question: Is it normal for the "D" Drive Light to turn on in the On Position?
Hi, I don't really know much about the newer Accords. Anyway, my mom has an automatic 2008 Accord (base base base EX). She barely drives this thing. It has about 8,000 miles and she didn't drive it at all the day before.
So I went to move it out of the driveway yesterday so we can fit all the cars in and the car would just keep cranking and cranking over. I noticed that before trying to crank it over, when I put the key to the On position, the P (parking) and D (Drive) was lit up for a second then turned off. Eventually the car turned over and seemed to run fine.
So my 1st question is, is it normal for the D to turn on in the On Position then flicker off?
Second question, any ideas what could cause the turning over problem?

1) the "d" light is normal. It is like a check engine light for the transmission. it does a self test when you turn on the key. If there is a trans problem it will turn on or flash.
2)If the car had been sitting for a while, more than a day then the fuel to the engine can drain back into the fuel tank. it take a few seconds for the fuel to get back up to the engine and start. If it cranks for longer than a few seconds like 5-10 seconds there may be an issue.
