Default programming temporary key to drive to dealer

I have a 2003 honda accord that has sat for several months because both keys were lost. I got a grey key from the dealership and my 5 digit brake code to program the key for up to five uses so I can drive it to the dealer to have it permanently programmed. I followed the instructions (turn ignition to II, pull parking brake as many times as the digit you are entering, turn ignition to 0, turn back to II, enter next digit, and so on until all five digits are entered). But it won't work....the instructions say the immobilizer indicator should stay on through the process, even when key is at (0), but it only blinks in II position and shuts off when I turn the key back to (0). I called the dealer and they said just keep trying it will work eventually. I charged the battery before hand because it has been sitting for awhile, any ideas as to something else I could try to make it work?

Procedure

1. Use the appropriate key blanks and a suitable key
cutting machine.

2. Release the parking brake.

3. Insert the newly cut ignition key into the ignition
switch.

4. Turn the ignition switch to ON (II). Wait for the
brake indicator bulb check to complete.
You must do this every time you turn the key on during the procedure

5. Enter the first digit of the five-digit Immobilizer
Brake Code by setting and releasing the parking
brake that number of times within 30 seconds. For
example, if the first digit is four, set and release the
parking brake four times.

6. Turn the ignition switch to LOCK (0). This enters
the first digit into the ECM/PCM.

7. Turn the ignition switch to ON (II), set and release
the parking brake the appropriate number of times,
and turn the ignition switch to LOCK (0) to enter the
second, third, fourth, and fifth digits.
NOTE: When you turn the ignition switch to ON (II),
the immobilizer indicator stays on. The indicator
stays on even when the ignition switch is turned to
LOCK (0).

8. After you enter the fifth digit and turn the ignition
switch to LOCK (0), the immobilizer indicator blinks
three times and then goes off. You can now start
the engine with the temporary key.
NOTE: This procedure is only a temporary fix.
When you start the engine with the temporary key,
the immobilizer indicator comes on and stays on
while the engine is running. And when you turn the
ignition switch to LOCK (0), the indicator does not
blink as it normally would.

9. Start the engine within 10 minutes or you must
repeat this procedure entirely.
There is no limit on the number of times you can use the brake code. The only limitation is the 10 minute timeout. You can drive cross country with it as long as it doesn't stay off for more than 10 minutes. Otherwise, you have to enter the code again.
