Can anyone tell me where the pcv valve is located on my 04 Honda Accord 4cyl.?

The PCV valve is screwed into the engine just above the alternator.

What is the interval to change it? Every 30,000?

I don't think there is an interval. You have to test it. Pinch the hose leading to the pcv valve, and it should make a clicking/ticking sound. Be careful, because you have to do this while the engine is running, and it's close to moving parts.
