O2 sensor CEL on and low voltage in battery? What could be the issues going on?

O2 sensor CEL on and low voltage in battery? What could be the issues going on?
Check engine light on for o2 sensors and low voltage? Battery tested with low voltage but good cca? Alternator tested good. Should I fix both?
2003 Honda Accord 4 cylinder, I went to advanced auto and they told me o2 sensor bank 1 sensor 2, and the battery is showing low voltage it was at like 12.39 and a different reading was 12.8? And the code was p0141 the car does start hard when it is colder outside?
The battery is only 1 1/2 years old, I'm taking it to meineke to have them check the battery to see how if it is bad?
