A white output is fine. I have yet to be pulled over for that. (4000k-5000k)
A white output with some blue is pushing it, but you should be alright because it resembles most BMWs, Mercedes, etc. (6000k)
A completely blue, or purple output is just asking for trouble.

HID 'kits' are illegal period.
And brightness actually DECREASES the higher k temp you go.
Stick between 4000k-5000k if you absolutely must.
But I always say do the retrofit.

Instead of just getting a PnP kit, I'd suggest having a retrofit done. You'll be more satisfied with that cause your lighting will be focused a lot onto the street with a wider view.

HID have been stock in many makes of car for years. Even some Acuras come with HID. The stock HIDs have lens designed for proper light cut-off to reduce excess glare, etc.
Aftermarket is illegal. But, depending on the car's lens, aftermarket HID bulb, etc., there may or may not be annoying excessive glare. --Many people use aftermarket HID plug and play bulbs though. It is your call if you like them.
An alternative: Expensive; but, some people retro-fit lens and HID systems from Acuras into their Hondas.

That's why they're illegal- HID bulbs in halogen housings create excess light the housing wasn't meant to handle which creates bad lighting 'hot spots' and glare.
All aftermarket HID options are illegal, save for very few I know of, maybe 2 options. Even retrofits.
But a retrofit (of OEM HID projectors from another car, such as an Acura, BMW, Lexus, etc) gives the quality output from the factory so you most likely wouldn't get singled out. Improved lighting quality, but it doesn't come cheap unless you do it yourself.
If you had projectors, like the new Accord coupe, it wouldn't be perfect, but it would be lots better than reflectors like the 07 has.

do the retro its much better. and the accord has a nice large housing to use. i have retro my wife 00 civic with hid's and now going to make a new set for use with the tl hid which have the high beam shutter which directs the beam for a high beam effect.

Yes they are right all aftermarket HID's are illegal.
That being said I have a kit on my 04 Yamaha R1 and a set in the 06 Accord. I got both kits from XenithXenons.com which is a sponser on here. They seem to have great service and I like them a lot. I would deal with them again. I have a 8000k HID kit in the bike and a 6000k in the car.

It's not the lens that is the deciding factor. It's the projector housing that is designed for HID as opposed to the reflector or projector housings that are designed for halogen. Simply putting a new lens on a halogen projector won't make any difference at all. It is also important to note that even retrofit are illegal. It is the safest and best way to do HIDs, but even a retrofit is still not DOT approved.
