Accord Immobilizer and PCM

Accord Immobilizer and PCM
My 2010 Honda Accord would not start and the green key light would display. The service dept at the dealer said that the immobilizer needed to be replaced to fix the problem and this would cost over $400. Now they are saying that the car is still not starting and that the PCM needs to to tested. When I said I shouldn't be charged for replacing the immobilizer I was told that it needed to be replaced but that is was not the only problem. My question is can the immobilizer be tested before it is replaced? and shouldn't I have been told that there are other possible reasons for the problem that could have been tested first?
Thanks,
Dave

Yes you should always be told this is a starting point because these things are not black and white.. They piggy back other ecus which can make diag an issue... Sometimes it's just cheaper to replace parts than to pin point the exact cause.. Say you have two parts that are $200 each... So the total would only be $400 in parts... Diag alone to figure out which one it is could cost you more than that $400.... Do you see what I'm saying??
