7th Gen (2003) Accord EX Sedan ABS / TCS Issue
Hello, I'm having a very hard time identifying an issue involving a noise related to the ABS / TCS, in addition, I get vibrating on the brake pedal (audible grinding) when BRAKING [not coasting to a slow/stop] between 40 MPH and 5 MPH.
About the Vehicle:
2003 Honda Accord, EX V6 Sedan
Brakes - 1 year old, quality parts (checked)
ABS System - All original (checked)
TCS System - All original (garage spot checked, not as thoroughly as ABS).
About the Issue:
When *Accelerating*, once the vehicle reaches 10 MPH a compressing noise can be heard (sounds like a motor that is struggling to start, not inferring any 'motor' to be at fault, just to give an idea of the noise.) at which point resistance is added to the brake pedal. Braking at this point results in a loud grinding sound and pulsing / grinding at the brake pedal. This continues to be the case until the vehicle reaches 40 MPH, then everything is fine - no noise, brakes are perfect. Until you decelerate to 40 MPH and want to brake or continue to brake, then the noises come back and persist until ~5 MPH. Once the vehicle hits 5 MPH, you can hear a sound similar to a motor trying to disengage, then it fades and the brakes no longer grind.

Thoughts:
Since the issue almost entirely disappeared with the ABS and TCS disabled, it seems the issue lies within an electronic sensor. I can't see it being mechanical, as the grinding and compressing / disengaging noise was gone. And given the speed symptom, it seems like it would be related to one of the wheels.
Hoping to get some sort of feedback or suggestions because this is beginning to feel like the Twilight Zone.

Tests:
- Disabled ABS and TCS. Grinding and noise stopped from the original issue, but when applying brakes at a non-specific speed (seemingly over 20 MPH) a quick grind could be felt at times, but would only be for a moment and then function perfectly.
- Replaced and checked all ABS wheel sensors and checked bearings. No change.
- Replaced ABS Modulator. No change
