Icon4 Cams don't line up

Car died out 2005 Honda Accord, I have spent time trying to figure why it would start and not turn over.

I get spark, I have fuel (checked spark plugs, ignition coils, fuel injectors) I got power from the battery, I tested and changed my starter and I get no jiggling crank in the engine, just spinning of all the mechanics.
I took the valve cover off and I see that the line slit marks dont ever line up together. I've manually rotated the crankshaft for a decent while and they never line up.
I did a compression and leak down but get no pressure to a minimum of 10psi. Considering the slits dont align, could this be the reason why I dont get any pressure? (valves opening and not in synch together)
How can I align the camshafts back together? I cant find any video or manual that tells me how to do this.

---------------

extra info:
After my father fueled it at a far gas station and did an hour long drive he mentioned he was getting rough idle. Came home, turned it back on and then it sounded like a motorbike going bat crazy then died off.
I checked the chain and is still "intact" but boy I dont know when it was last changed but certainly not within 4 years (currently at 180,000 miles).
The oil maintanence has not been the best, meaning it's been on low oil and no filter change and carelesly adding who knows what oil to it. Which now I hate to remember, I smell gas in the oil.

Now, I did get lots of MAF,O2S, and IAC codes, but now I just get a TPS low voltage code. Yet the car wont turn on.

Good question, I will get back to it and find out, I think its +4 teeth, I could be wrong. Ill tell you tom morning. Since it jumped, is there a way I can just adjust the cam to get the lobes in synch with eachother at TDC?

dont' think so, you'd have to pull the timing cover and go through the whole process as if replacing the chain, sorry.
i may be wrong though...so google around

If I counted right, its 17 teeth. Not sure in which direction I should count it but thats from my left cam being at almost before 3 o'clock and my right cam gear being at 1 or 2 o'clock.
Well see thats the thing, when I google I don't find the details I need. I look at others related to issue but dont cover what I ask about em' Any pointers anyone?

I don't think you'll be able to get the timing right without removing the whole timing chain cover, so you can replace the whole timing chain and reset the timing on the cams and the crank sprocket. New chains come with 3 gold links that you have align perfectly with marks on the cams and crank.
