MY 1994 HONDA ACCORD SPEEDOMETER IS NOT WORKING PROPERLY. WHEN THE IGNITION IS OFF THE NEEDLE STAY AT 25 BUT WHEN I START DRIVING IT JUMP TO 45 AND SOMETIMES 65. IF I AM AT IDLE AND BANG THE CLUSTER GLASS IT WILL DROP TO 25 BUT IT WILL NOT GO LOWER. HOW DO I FIX THIS

Probably a bad speedometer circuit board. See this thread for how to replace the circuit board to retain your original odometer mileage. Just get a used cluster for the part.
