Default 03 Accord I4 Whine @ 15mph. adjustment?

recently the 03 accord I4 is making a whine sound. We can reverse the car but once we go forward and about 15mph the car makes a whine. The whine lasts about 10 seconds and seems to resonate towards the center of the dash. It only happens once per drive. Is there any adjustment that these cars make? Anywhere I should start diagnosing?

Few months ago we replaced the drive belt, water pump and this is not the same squel I was having.

Today I had alittle more exposure to this problem. Im starting to think the rotors are the cause. I believe the sound is just resonating thru the dash as when I rolled down the window I heard it from the front passenger wheel.

ok one more update. after reading a TSB im starting to think its the wheel bearing. I have been suspecting the rotors as I know theyve been machined down to their lowest point.
