Default EPS Issues

Hey guys,
I am having a very stiff steering wheel with no alarm active on the dashboard. Apparently I scanned the 2013 honda accord with a HDS tool and it displayed a 53-01 dts code. I got the steering box (the rack) replaced with a new one but problem wasnt solved. Apparently my eps module inside the car is getting the 12v but the new rack isn't getting any voltage. pls how those d eps system work and why is not voltage going to the sensor anymore. I NEED HELP PLSSSS!!!!

First thing you should of done instead of throwing parts at it was to check the fuses.
