SRS code 09-03
When I got my 2001 accord it had been in a collision and the seat belts were locked. I replaced the retractor seat belts but not the buckle. Also replaced the srs unit. I still had the srs light lite. I bought a obd scanner today and it had a code 09-03 which is a faulty drivers seat belt buckle switch. Should I have replaced the buckles also?

Hard to call if the crash took out the latch or if it was bad before.
Many of the 6th gens have had faults with the drivers latch. If it wasn't for the crash I would say, try cleaning the latch where the belt clicks in, many times they get dirt and doesn't make good contact anymore. Many have used things like wd40 and cleaned/worked the latch and that would allow the code to be cleared.
Others would just have the latch part replaced. No crash and some would get it done under warranty from the dealer.

Yes, I saw a youtube video of a guy cleaning the switch. I am going to try that and see if it works. Finally got a hood and front cover for the car today so as soon as I get time I can start getting it ready for paint.
