My old tension pulley seized and burned a lot of rubber off of the serpentine belt; I bought a new pulley and belt, removed the pulley tensioner assembley and put the new pulley on the old tensioner... that's when I ran into some uncertainty that that I could not find answers to anywhere:
When I tighten the new pulley onto the assembly all of the way it's so tight it doesn't spin at all; is that how it's supposed to be? Will it automatically loosen the proper amount while the engine runs after I reinstall it? Is it a potential issue with the tensioner?

Some reassurance from someone more experienced than me would be highly appreciated! I would hate put this on wrong and screw it up. It seems like the answer should be obvious but I can't figure it out.
Not sure if somehow it's backwards. If it doesn't work then it's not going to work. Normally there's a spacer in between the bolt and the pulley so it puts pressure only on the inner race so the outside spins freely.
