The most annoying drivability problem ever(unsolved)
First off I have a 96 accord wagon with a OBD1 h22a engine swap. This issue started after a timing belt failure and head rebuild.
The issue I'm having is that in neutral with low throttle and rpms under 2500, the rpm will surge up and down.
In gear there no acceleration under 10% throttle and at the cusp of that you get a sudden jolt in acceleration. This will occur at any rpm and gear. Driving any less then 50mph is very annoying to maintain the speed and even on the interstate coming down hills with cruise control you get an on/off for power deliver. Hopefully this is descriptive enough without a video.
Things that were or have been replaced...
Fuel filter
spark plugs
ICM
cap and rotor
IACV (used one was purchased, not sure if it works properly or not)
Used throttle body (FAV was bad on old one)
Car does have a V-AFC that I have wondered if it was maybe causing the issue
Also I do have a CEL for the O2 sensor but I don't believe its a big deal at the moment.
At this point I want to avoid throwing parts at the car as a guess being its an old car with over 300k miles.

If it's your primary o2 throwing the code, it'll make the car drive all wonky. Remove the VAFC, it's not doing SHIEEET, and replace the o2 sensor.
